This command will add the player, specified by his or her Steam ID, to the server's banned list.

SteamID is the player's Steam ID.

For Xbox and PlayStation, use the player's Xbox or PlayStation name or ID.

How to open the Ark command console

Press the Tab key to open the command console on PC. On Xbox, press LB RB Xand Y at the same time. On PlayStation, press L1 R1 Square and Triangle at the same time.
